Is your friend physically sick, or does she just need emotional healing? I'm not sure there is any such thing as a spirit of delay. Have you asked God why things are being delayed in your life? Or asked another Christian for their opinion about it?
There are three things a Christian needs to do, in order to be blessed in their finances. The first is tithing. The second is giving offerings. The third is living within a budget. Several Christian pastors have done teachings on this. Look up Robert Morris and Rick Warren.
